Law and order is a joke in our country. That exam system is good gets good qualified ones into the position. But in sad reality, most of the aspirants are inspired for corrupt money or greed for power and influence. The pure ones cannot be in a position to have a say. 

They are not increasing positions. They are not developing the police department. Just look at their uniforms and equipment. Have been the same since 60s. No vests, no body cams, no proper equipment, no eqipped vehicles, even the departments are not digitalized in most of the places. India is one of the largest IT students producer and IT services provider. Yet our own law and order department hasn’t been digitalized. 

The department has to be improved to stop corruption and have better law and order. But the department is one of the most corrupt. The ones who are responsible are the ones who are violating and misusing the system. 

This is a paradox that we can’t get out. 

We need more police stations and courts. Every village should have a local police station and a court. 

You know what most of the citizens blame it on the reservations. If they are more jobs and every job is respected the same way. Nobody would want reservations.

Introduce a law that heavily families with more than 2 children. This helps to break apart the family from clan/tribal mentality towards a state/self mentality, where loyalty is not to community or family but towards the state. This isn't perfect, but it helps to delete patronage and corruption, because if you have any evaluation systems it's going to be skewed, poisoned, and biased by gifts and patronage.

The single biggest fix? Lateral entry from industry.

I worked as a consultant with the Saudi government, and they do this really well. Their government frequently hires people from the private sector (and vice versa also happens). So their civil servants are actually specialists. You’ll find a strategy manager from a major corporation heading their National Competitiveness Center or someone who’s actually run hospitals being appointed Secretary of Health. These people bring in domain expertise, global best practices, and a performance-oriented culture.

Now compare that with India. Here, the Health Secretary is usually someone who joined the IAS as a 20-something, spent decades rotating through completely unrelated roles, and got promoted based on tenure (or political networking). No real subject knowledge. Their main claim to fame is cracking the UPSC exam once. That’s a general knowledge exam which doesn’t assess skills, leadership, ethics, domain knowledge, or even real-world competence. But that one exam gives them a job for life.

Another key reform: Link promotions and pay to actual performance. Right now, everyone moves up the ladder just by sticking around long enough. Add in complete job security of a government job, and you’ve got a system that actively discourages initiative or accountability. Mediocrity becomes the default.

If we want a bureaucracy that works, we need professionals, not generalists. Performance, not entitlement. Expertise, not exam-clearing ability.

The economic inequality is worse now than under colonial rule. The rich don't pay via tax avoidance and plain corruption, while the poor cannot pay due to lack of earnings. 

Only the middle class is forced to pay for the necessities of the poor and the luxuries of the rich. 

The government is a puppet for the oligarchic class, not the people. And it will require effort to build up infrastructure for the state. However, it can only come once the corrupt are brought to justice.

This is the rat race that capitalism sells you. You have to earn everything. Want water? Earn it. Want air? Earn it. Want dignity? Earn it. Your life is only as valuable as the economic value you bring to this world. I disagree with this notion. And so does our constitution, India is a socialist country. We do not work towards bettering the lives of only the rich, we work towards bettering the lives of everyone. Governance is not a subscription service and income tax is not the subscription fee.

Rather than ask why the poor are getting hand outs. Ask why only the poor are getting handouts outs or why are we still in a state where we have to give handouts to the poor. Why have it not eradicated poverty, why are there still folks who can't seem to find jobs or the education required for it. Why does everyone seem only be able to do manual labour. Did we not setup schools and infrastructure to address very problem. Why have we not progressed? Why have we not seen the progress that politicians promised us?

Where is our hard earned money going if not to fix this very problem? Who is pocketing this? Its definitely not the poor who are still poor.

Another issue with India's middle class is that we dont realise how far away the poor are and how far away the rich are feom us economically. 50,000 every month. Most people are so poor they will think 50000 per month is as rich as anyone can get. And our rich, the amount of wealth they have is something we cannot even begin to fathom.

I dont disagree with most of the things you said but I dont think 80 crore people "depend" on the govt ration to survive. Around 10-20 crore "survive" on it. But for the rest, it is mainly about providing them with food so that their money can be better utilised for education or health or other expense.

Even a person earning 50,000 per month, if they come under the criteria for receiving ration in their state, can go and get free/ cheap ration.

Free flats is also majorly given to poor people btw. Their previous generations might have encroached govt land somewhere. Those govts, inorder to save their vote bank, supported them. They have now been living in the encroached land for generations. The govt now has to provide them with alternate housing IF they plan on demolishing the encroached sections. 

I also have conflicting opinions in this case. People do deserve a roof over their head. That is a basic thing. So we can't really deny people free flats.

I dont think the 50,000 per month earning dude is carrying the weight as much as someone who is earning just above 1 lakh per month, because they are also paying income tax in addition to the indirect taxes. Despite paying such high taxes, they dont get anything comparable in return. That's the general consensus I've seen on the internet.

The 50,000 per month earning dude is contributing a lot via indirect taxes, and in return, he is getting free/ cheap ration, subsidised travel on trains, EWS reservation (or the other kind of reservation) for govt stuff. But this is definitely not enough. We can and need to do more. If we can provide good quality public transport everywhere, that itself would be an amazing achievement and would help thousands of people.

This might be controversial but I want more central govt stuff in every state to COMPETE with the state govt's services so that the states do better. Simply letting states do things is letting corruption creep in and the entire country will not care about it because everyone will be like "It is &lt;xyz&gt; state's problem. Not ours". However if central govt is more directly involved as a competitor providing better services for the same/ lesser prices, the entire country would be more keen to follow the progress and try to expose corruption in those. It would also motivate the state govts to step up their service quality if they want to win elections in the future.

A simple example would be police: 

I want a central govt directly run police stations in every district, which is run by ex-Agniveers. There we can provide proper body cams for everyone and have a professional parallel police system that is able to step in and help people when the corrupt local police fucks everyone up. Since everything is monitored 24x7 through body cams, they should be less inclined to be against people. 

One more use case would be central govt run public transport system in every state competing with the local state govt buses. Atleast they can provide clean buses on more routes and would help solve our traffic woes to an extent.

Its easy to punch down. Why don't you check how much money is invested in public services like infrastructure and how much of it actually utilized. Only 5% of India can be considered middle class and above and rest are poor.L. 700 dollars per month is considered struggling / poor at global level so we can definitely not expect a good quality of life at that level. Your petrol costs more than US. For same quality food costs more than US (unadulterated ingredients, protein and good fats) , any respectable quality of appliance and furniture costs more than US. Only things that cost less are those that someone from a respectable rich country will not even touch because it’s considered substandard - like a plate of dal chawal.

First of all, if you earn 50000 per month then you are not in the middle class. 
If you are earning 25000 per month, that already puts you in the top 10 percent in the country in terms of income. 

The so-called "development" we see is only benefiting the top 0.1%, hence the struggles. Till that changes, people are going to be desperately poor and the Govt will have to keep giving support to them to ensure that there is enough labour to profit the ultra rich and salaried people will be squeezed for taxes.

I tend to agree that ad hoc freebies arn't particularly helpful. But more support for disadvantages communities and people isn't a bad thing. This is a very, very unequal society. If you are poor, your chances and opportunities are severely limited. You either need a lot of luck, extreme ability, or both. As for housing...well you need to consider the alternative...what is it exactly? Housing is kind of an essential...without stable housing, you're much less likely to be able to benefit from those other things (eduction, skill dev, etc). You also end up getting unplanned housing (ie slums) that are not great for the people living there, nor for anyone else. So, as a policy matter, I don't necessarily think that providing access to decent housing is a bad idea. I don't know how well it is done or how equitably its done though. 

I do agree that the wage earning middle class bears all the burden of taxation. There is a significant middle class that does not show its earnings and does not pay a proportionate level of taxes. That is probably where the opportunity is to reduce the burden on middle class wage earners.

Government should try to create jobs by building highly decentralised ecosystem of economic hotspots at grassroots level. There is a higher percentage of rural poor vs urban poor. Govt should build commercial spaces and encourage locals to take employment. Building pharmacies, supermarkets, electronics repair shops, etc at the village level itself can help create an economy at the village level itself instead of having to visit the nearby town every time.
